It emits exactly as much as environmental cost of compressing the air.
Since 70% of US electricity is produced by burning fossil fuels and releasing CO2 and giving inefficiencies in energy conversion, one can argue that it emits the same amount or even more CO2 than regular gasoline powered car.

5. They are selling perpetual motion? Sure sounds like it.
3 tanks @ 3000 PSI each takes a bit of energy to fill and a special compressor to do it. It doubtful that a compressor that would fit in that car could recharge the tanks in a reasonable amount of time.
