OSC cheif Scott Bloch and Condi's Hatch Act violations . . .

Among all the files the FBI took from the OSC's offices the WaPo reports:

"Agents also asked for files from a now-closed investigation into the travel of then-national security adviser Condoleezza Rice before the 2004 election, according to a person who saw the search warrants and subpoenas."

executivegovernment.com reports the OSC ignored Condi's using government money to fly all over the place making speeches for W. before the 2004 election, but did go after John Kerry for visiting NASA:

"A complaint filed by Rep. John Conyers, D-Mich., on Oct. 21, 2004, regarding Rice's use of government funds to travel around the country weeks before the 2004 election making speeches, accuses the former national security adviser of violating the Hatch Act. According to the complaint, Deputy Special Counsel James Renne, a political appointee, assigned himself the complaint and did not investigate it until after the election.

The complaint filed against Kerry involved a visit to the Kennedy Space Center - best known for producing the 'bunny suit' photo of Kerry climbing out of a NASA shuttle wearing an environmental suit - which alleged a violation of the Hatch Act's prohibition against campaigning in the federal workplace.

According to the complaint, Bloch and Renne referred the Kerry complaint to the career staff and ordered an on-site investigation within days after the incident."

Congressman Conyers wrote to Bloch:

"According to a recent complaint filed by certain non-profit organizations and anonymous OSC employees, my request for an investigation of Dr. Rice's activities received unusual treatment, particularly as compared to a matter involving a July 26, 2004 visit by Senator Kerry to the Kennedy Space Center in Florida which was alleged to violate the Hatch Act. Specifically, according to the complaint, when my letter came in, you did not refer the complaint immediately to career employees in OSC's Hatch Act Unit, even for a preliminary investigation or inquiry. Instead, according to the complaint, either you or Deputy Special Counsel Renne deliberately assigned the case to yourselves, held on to it until after the election without taking any action at all, and then transmitted it to the career staff in the Hatch Act Unit for handling after the election. The complaint contends that--by contrast--you ordered an immediate on-site investigation of the Kerry matter last August, only days after Sen. Kerry visited the NASA facility. Indeed, an article that appeared in the Washington Post on Sunday, August 1, states that your agency had already formally requested information from NASA about the Kerry town hall meeting, which had been held only few days earlier on July 26, 2004 . . .

The officer tasked with ensuring that the executive branch does not engage in partisan political activity is apparently prioritizing such investigations in accordance with his own partisan aims."
