1. well...
it was an insignia for the SS divisions; appeared on their uniforms, and some of their vehicles. Not sure about the Waffen-SS...I assume that comes under "Totenkopf".

2. They don't look anything alike.
The S&B symbol looks nothing like the Nazi (SS) totenkopf.

If anything, it might somewhat resemble the old Prussian/Hussar totenkopf but that basic version is a very common military insignia used by probably scores of units in dozens of nations over the last 200 or so years.
