NATO has warned that a solution needs to be found if it is to uphold its end of the bargain.
The Western alliance's statement has come only days before Russian President Vladimir Putin meets European leaders and US President George Bush at a NATO summit in Romania next week.
Russia unilaterally pulled out of the Conventional Armed Forces in Europe treaty in December, accusing NATO members of failing to ratify an adapted 1999 version of the agreement that is considered a cornerstone of Europe's national security policy.
