3. Aren't reactors designed to do exactly that if there's a problem?

11. Apparently the plant lost outside power and went into emergency shutdown.
So the problem started at a different facility (non-nuclear).

13. That is one of the conditions for a SCRAM:


What I find weird, though, is that the guy from the NRC said that the reactors were in a "hot shutdown" so it can't be a SCRAM, because they wouldn't be hot as the control rods would be down and keeping the nuclear reaction from generating heat.
