The kick is only the half of it: He wanted a formal swearing-in to satisfy his own vanity, and had delayed taking office after being appointed to the seat, so that his delay would make him eligible to serve 8 years rather than six (under term limits, and presuming anyone elects/re-elects him.)

4. He didn't want to be sworn in sooner so that he could serve 8 more years if elected.
The Republican leaders even threaten to replace him if he wasn't sworn in on their terms. I guess they don't care much for him.

10. I don't have a problem with him delaying the swearing in;
it seems like a pretty mild form of gamesmanship to me to stretch a couple of years out of the term limits.

However, assaulting a photographer on the House floor ought to be a dealbreaker. Considering that he wasn't yet sworn in, the only right thing for the R leadership to do is pick another person...

Under Colorado law

1-12-209. Terms of persons filling vacancies.
Except for appointments on nonpartisan boards, any officers elected or appointed to fill vacancies as provided in this article shall qualify and enter upon the duties of their offices immediately thereafter.

What it shows is this person wants to be above the law.

Bruce was chosen last month to fill a vacant House seat but waited to take the oath until Monday -- when the unexpired term will be more than half over -- so he will be eligible to serve eight more years under term limits, instead of six.
