Breaking News: New Hampshire Primary Vote Will Be Recounted-Both Parties

Gardner: Recount to go forward for both parties' primaries
January 11, 2008 4:32 PM

CONCORD — State officials say they will conduct a hand recount of Tuesday's Democratic and Republican presidential primaries at the request of two minor candidates.

Ohio Democrat Rep. Dennis Kucinich, who received less than 2 percent of the vote, and Republican Albert Howard of Michigan, who received about 44 votes statewide, are expected to pay a $2,000 fee to start the process, state officials said.

"Mr. Howard has satisfied the requirements for initiating a statewide recount of the Republican Primary," Secretary of State William Gardner said in a statement. Officials said they expected a check from Kucinich to arrive late Friday, satisfying his requirements for the request.

Gardner is preparing an estimate the recount's cost, which the requesting candidates must pay before it will begin. He said he expects to start the recount Jan. 16, and will announce further details once the payments have been received.

The 2008 Presidential election may hinge on a primary in which the votes are recorded and tabulated exclusively by paperless electronic voting machines.

South Carolina's primary will be pivotal in the nominating process of both major parties. South Carolina uses a paperless touch screen system statewide, the ES&S iVotronic. It is apparent from the state Election Code that this is the system used for primary elections (section 7-13-1900).

Paperless e-voting is reckless in any right, but the iVotronic has managed to become notorious on its own terms.

It is the machine of Sarasota 2006 fame, producing 18,000 undervotes in Florida's 13th Congressional District, as well as high undervotes in other races in six Florida counties that used the machines. It is the same machine whose firmware version 8.0.1.2 was described by Princeton University computer scientist Edward Felten as "terribly insecure" and in need of serious improvements before it used in another election.

has increased awareness outside of the blogosphere that there are doubts as to the validity of electronic voting media. I have a hard time following the rationale' that we should wait until another election goes awry and then ask for a recount. Could you help me understand?

22. I don't think SC is an issue for us -- it is for the GOP
I think all the campaigns have written off SC as going to Obama, last I heard. But SC will be a big test for McCain, especially considering the unconscionable dirty tricks he suffered from W's team there in 2000 (I wouldn't vote for McCain but what Bush/Rove did to him there made my blood boil -- smears on the level of the swift boaters or even worse).

But SC is really interesting because it's the two "outsiders" (Huckabee and McCain) that have the best shot there. I wonder which one the Evil Forces Within Diebold prefer....

Polls are an invasion of privacy and I would lie through my teeth about my vote. It's none of their damn business.
I wonder if other people feel that way.

The concentration should be on getting a record of the votes. Machines are the problem. Who gives a damn about polls? They are inaccurate.

I don't see why people have misgivings. Having been involved in NH politics most of my adult life, i have a good sense of who you can trust and who you can't, and in this case, I see no cause for concern.

The Secretary of State, Bill Gardner, is a Democrat and a straight shooter.

The Deputy Secretary of State, Dave Scanlan, is a Republican but an honest guy.

The Chief Justice, John Broderick, is a Democrat and a good and decent man.

The Attorney General, Kelly Ayotte, is hypercautious and would never get mixed up in something like this. She usually delegates election law issues to her assistant AGs anyway.

On the local level, there are hundreds of city and town clerks, moderators, selectmen, and ballot inspectors. Some are slugs but most are decent people.

29. Maybe this will be something that really brings the issue of
our lamentable voting methods to the public in a way that the MSM is forced to cover.

I'm glad they approved this so quickly. Many people have discussed the delay with the Nader recount, but Nader was 1) an outsider, 2)not in a position to reward or punish after the fact, as he had nary a snowball's chance in hell of winning and was not really a politician. The judges might be finding this one a little close to home and too important to ignore. May all go swiftly and well, and may the results, whatever they are, unimpeachably BE.

And may South Carolinians be able to ponder this momentous subject while casting their hopeful votes for whomever they choose.

There's a History of Suspected Vote Fraud In NH - Forget 'Official Recounts', Do Citizen Audits

There are plenty of reasons not to trust New Hampshire election results, particularly regarding Hillary Clinton and Barack Obama (see:http://ronrox.com/paulstats.php?party=DEMOCRATS). And, rumors are flying around that Ron Paul may be considering a request for a recount.
My advice to Paul, Obama, and others? Don't waste your time. Instead, audit New Hampshire's election results in select precincts where the results appear particularly suspect.
If candidates or voters stand a chance of uncovering vote fraud, they must do this themselves. They can't trust New Hampshire election officials to conduct an honest recount. And, they certainly shouldn't trust the Democratic or Republican organizations to take any action, either.
Consider, Clint Curtis (ClintCurtis.com). Curtis, from Florida’s 24th Congressional District, was the first Democratic candidate to conduct a Citizen Audit. What is a Citizen Audit? It's an effort by candidates and/or citizens groups to verify election results by asking citizens to sign affidavits stating for which candidates they voted. In Clint's case, he discovered that the official election results of November 2006 differed from his audit in the five precincts canvassed, by an average of 16%! He took this information to the Committee on House Administration, chaired by Philadelphia Democrat, Congressman Robert Brady, whereupon the entire committee, both Democrats and Republicans, unanimously voted not to investigate!
Consider New Hampshire's much ballyhooed recount system, where election officials claim that they almost never find any problem with the voting machines. But they wouldn't, would they? After all, their recount system is after the fact, after the polls have closed and ballots have been transported to a central facility. It's a system that allows plenty of time to substitute real ballots with fraudulent ones. It's also interesting to note that New Hampshire does not conduct election day audits at the polls, as a rule. Now that's something that stands a chance of discovering fraud or errors.
And, consider New Hampshire's own history of producing questionable election results. Remember Howard Dean? In a 2004 article, Questions Mount Over New Hampshire's Primary, I wrote, "Martin Bento published online an interesting analysis of New Hampshire's election results based on the voting systems used. It's been getting a lot of attention." According to Bento's analysis of state data, Howard Dean's loss to John Kerry had a disturbing correlation to how votes were counted. Below are the percentages by which Kerry’s vote exceeded Dean’s, grouped by tallying method.

Secretary of State Bill Gardner conducts the recounts. Bill has always run the elections division in an open, fair, and even-handed way. There is absolutely no reason to suspect that he is involved in anything improper. The fact that you would even suggest this shows that you don't know a thing about New Hampshire, its history, its election procedures, or Secretary Gardner and Deputy Secretary Scanlon.

46. New Hampshire Secretary of State knew about the narcotics trafficking conviction of Ken Hajjar
yet still authorized LHS to code every memory card in New Hampshire.

Harri Hursti himself testified in New Hampshire in Sept. 2007, urging them to disconnect the wiring allowing reprogramming of the memory card through the modem port. New Hampshire took no action.

New Hampshire didn't take even the half-step actions other states used to beef up voting machine security.

Maybe there are better ways to skin this cat.

In the most sweeping condemnation of voting machines issued by any federal agency, NIST echoes what critics have been saying all along, that due to the lack of verifiability, 'a single programmer could rig a major election.' well, not free, but NH would pay rather than Kucinich/Howard having to pony up the money. afterall, NH SHOULD pay for it, since
they are choosing to use hackable scanners in the first place, creating all the confusion and doubt post-election.

If Obama did this, I know he'd risk the "sore-loser" lable; but my respect for him would be increased and I suspect many other's
would be too.
