Bush must have covered his ass very well..
or at least he thinks he has? The other possibility I guess would be that he's got some sort of life threatening illness?

3. Because his history writers will turn the truth on it's head, as usual.
Bush doesn't care about what we think today- he's been assured that the future populace will view him in the rose colored glasses used for people like Reagan.

He'll step aside for some other figurehead, retire to some island with Jeff Gannon, and the next stooge will trumpet about how Bush's "Christian values triumphed over evil"

I'm becoming such a cynic.
