It says that about 15 years ago, when he was a fair-skinned redhead, he started drinking a colloidal silver solution, extracting the silver via an electric current into water as a health elixir. He believes he caused the problem by rubbing some of the solution on his face to clear up a skin ailment. The medical explanation is argyria: "The normal human body contains about 1 milligram of silver, and the smallest amount of silver ingested reported to cause argyria ranges from 4-5 grams to 20-40 grams. ...but seems to have come to no harm, probably because it was expensive and she couldn't afford to buy too much of the stuff.
