What's the name of that theory where bad money replaces good?

What's the name of that theory where bad money replaces good?
You remember the one. It says that in a society where there is good sound money in circulation as well as counterfeit that in time the only money that will be found in circulation will be counterfeit. What was it called? The idea is that in an economy where both are in circulation people will come to recognize the bogus money and get rid of it in transactions as fast as they can while the hold the good money.

Anyway ...

It seems to me that in a society where its known that the Government is listening in on you all the time the same effect will come to apply to ideas. Let's call this one Thom from West Virginia's rule: In a society where every word is monitored good ideas fall out of circulation. In any society in which there is even the suspicion that Big Brother is watching good ideas will be held back, people will, out of fear, keep their thoughts and ideas hidden to themselves where they won't provoke the ire of authority.

Make no mistake, surveillance at home is the first death knell of Democracy.
