Initiative that would ban most abortions goes to the public

Missouri officials gave the go-ahead Friday for an initiative petition that would prohibit abortion except when the procedure is necessary to prevent the woman’s death or serious injury.

To qualify for the November ballot, sponsors of the proposal must gather signatures equal to 5 percent of the vote cast in the last election for governor in six of Missouri’s nine congressional districts. Depending on which districts are chosen, sponsors would need a minimum of 86,989 to 94,762 signatures.

The proposal is sponsored by the Elliot Institute, an Illinois group that promotes claims that abortion causes later physical and psychological problems. The proposal requires that even if an abortion is necessary to prevent death or serious injury, the doctor must conduct extensive emotional, psychological, physical, situational and demographic evaluations of the woman before performing the procedure.

The proposal is the ninth ballot measure approved for circulation this year. Secretary of State Robin Carnahan produced a 94-word ballot summary of the proposal, which is available here.

State Auditor Susan Montee estimated that the proposal would not cause state or local governments to incur additional costs.

3. If this goes on the ballot, its going to be a close vote...
I want to say it would be defeated easily, but we would have to rely on votes against it from St. Louis, Columbia, and Kansas City versus, mostly, the rest of the state. Hopefully that will be enough to defeat it.

5. When would this be on the ballot? If it's Nov. I'd guess it would be
defeated because the highest voter turnout is always during a Prez. election. If it's in the spring during the primary elections, I bet it would pass easily!

that has helped write charter school and voucher legislation in MO.

• In 2004, 532,000 children were in foster care, doubling the number from 1997.

• In 2004, over 1,000 children registered with The Twin Towers Orphan Fund for assistance as a result of having been orphaned in the 9/11 attack.

• In 2000, 1.5 million U.S. children had an incarcerated parent. Between 1990-2001, the number of women in prison increased by 106%.

• Between 1992-2002, the number of infants and toddlers entering foster care increased by 110%.

• In 1995, 12% of children in foster care had not received routine health care. 90% had not received services to address developmental delays.


• According to a 1999 report, less than 50% of foster youth had graduated from high school, compared to 85% of the general population.

• In 2000, of 732 mid-western foster care youths, nearly 52% had lived in three or more foster homes and had moved schools.

• In 1993, more than 60% of the homeless population in NYC municipal shelters were former foster youth. In a 1994 survey, 36.2% of homeless individuals reported a history of foster care.

Statistics
There are more than half a million children and youth in the U.S. foster care system, a 90% increase since 1987. Three of 10 of the nation’s homeless are former foster children. A recent study has found that 12-18 months after leaving foster care:
27% of the males and 10% of the females had been incarcerated
33% were receiving public assistance
37% had not finished high school
50% were unemployed

Children in foster care are three to six times more likely than children not in care to have emotional, behavioral and developmental problems, including conduct disorders, depression, difficulties in school and impaired social relationships. Some experts estimate that about 30% of the children in care have marked or severe emotional problems. Various studies have indicated that children and young people in foster care tend to have limited education and job skills, perform poorly in school compared to children who are not in foster care, lag behind in their education by at least one year, and have lower educational attainment than the general population.

The Secretary of State should not have certified the signatures as this measure is a clear violation of Roe v. Wade.

It won't pass. It didn't pass in a referendum in South Dakota last year.

With the right sets of data, you can get an accurate look at who is buying what, and where. My guess is, they're looking to target neighborhoods, races, and age groups who most request abortions.
