On March 7, 2003, International Atomic Energy Agency chief Mohammed ElBaradei said that "after three months of intrusive inspections, we have to date found no evidence or plausible indication of the revival of a nuclear weapons program in Iraq." Nine days later, Vice President Dick Cheney answered that "we believe he has, in fact, reconstituted nuclear weapons. I think Mr. ElBaradei frankly is wrong. And I think if you look at the track record of the International Atomic Energy Agency... they have consistently underestimated or missed what it was Saddam Hussein was doing. I don’t have any reason to believe they’re any more valid this time than they’ve been in the past."

On October 28, 2007, ElBaradei told CNN that "We haven't received any information there is a parallel, ongoing, active nuclear weapon program." Five days later, Vice President Dick Cheney was painting a picture of a future in which"Iran is sort of set loose, if you will, in that part of the world with an inventory of nuclear weapons, prepared to be used against other nations in the region, or to dominate that part of the globe, and to threaten not only the United States but many of our friends and allies out there, as well."

Now, Iran's civilian nuclear program continues. And the National Intelligence Estimate can't say with 100% certainty that Tehran hasn't restarted its weapons efforts. But still, if you're keeping score at home, that's IAEA 2, Dick Cheney 0.
