Naming the problem is only the first step.

Sussing out a way to get the results you want is second.

Finding the tools and materials means you are making progress.

And if you take this as a metaphor for what we are dealing with in this country, you'd realize we are still on step two. It doesn't mean we aren't getting there. It just means we need to brainstorm and gather our resources.
