this paragraph just badly worded?

Battle over wiretapping bill looms in Senate

Long-shot Democratic presidential candidate Chris Dodd renewed his threat Friday to derail the Senate’s plan to consider new restrictions to President Bush’s foreign-intelligence surveillance program if retroactive legal protections are proposed for telephone companies that allegedly wiretapped U.S. citizens without a warrant.

Dodd’s threats come as the Senate Judiciary Committee approved a bill Thursday to rewrite the 1978 Foreign Intelligence Surveillance Act. The bill, approved on a 10-9 party-line vote, has significant differences from the Intelligence Committee bill.

Most notably, the Judiciary bill is silent on the issue of retroactive immunity. The bill’s provisions would also sunset after four years, rather than the six-year requirement backed by the Intelligence Committee.

The White House condemned the Judiciary Committee bill and promised a veto, but said Bush would sign the Intelligence Committee bill if it landed on his desk. The White House has also promised a veto on a House bill, which is silent on the immunity issue. Lawmakers approved that bill 227-189 Thursday night.

The Senate Judiciary Committee’s bill is all but certain to face strong GOP opposition on the floor............

1. This is my interpretation
The Intelligence Committee bill and the Judiciary Committee bill were different -- the Judiciary Committee bill amended the Intelligence Committee bill. I think this says that if the bill as it came out of the IC landed on his desk, he'd sign it. This bill still included the immunity provision for the telecoms. It came out in Judiciary.

2. Sounds right.
Bush threatened to veto any FISA bill that didn't have telco immunity.

3. Go back and read the original bill
the ones the Democrats passed, valid for six months expires soon. When that bill expires, there will be on bill except the original FISA which, I think they say the bill will sunset, don't know the exact meaning, but it means generally that the original 1978 bill would be in effect. No telecom immunity on that.

So for once bush is between a rock and hard place. He signs the new bill or he gets the old bill. Simple as that.
