Anybody have details on Biden's Iraq Plan that has 75 votes?

Anybody have details on Biden's Iraq Plan that has 75 votes?
He mentioned in the debate tonight that he has a plan sitting in his drawer that has 75 votes in the Senate. And he is ready with it, when he is sworn in as President. My question is, if he has a real "Out of Iraq" plan with 75 vote support: Why isn't it being voted on?

1. It's been voted on and passed (with those 75 votes). It was the Biden-Boxer-
Brownback amendment.

As to why it's sitting in the drawer is anybody's guess. I've asked repeatedly why nobody has ACTED on it - but I'm not privy to the goings-on inside the hallowed halls.
