What gives the State Dept power to give immunity for murder

What gives the State Dept power to give immunity for murder
I know the President can pardon anyone for anything but to grant immunity for murder seems a little much. How does the State Dept get such power?

1. They don't have that power - the FBI can bring charges but can't use the State Dept evidence most
likely - but it is hard to see how the FBI can get around what State did.

It would be an interesting court case - but I doubt the Bush administration would let it go forward.

I don't think even diplomatic immunity can be stretched over felonies...but the Decider can do what he wants UNTIL all power is removed from him by the People, the System, or the Ender of All Things.

However, in this topsy-turvy administration, the Supreme Court can rule on one hand that a criminal defendant who was given the wrong deadline by a judge can be barred from bringing a claim for relief when he trusts that deadline. The same Court will surely rule that a corporation whose employees are wantonly murdering people can depend on the erroneous assurance of "immunity" that both the corporation accepting the offer and the government official making the offer know (or should know) to be bogus, can indeed be "immune" from prosecution.

Just watch. We don't hold our military responsible for its atrocities; Blackwater surely won't face a criminal indictment for its massacres.
