Most realistic approach to dealing with illegal/harmful/dangerous drugs?

Poll question: Most realistic approach to dealing with illegal/harmful/dangerous drugs?
In a statistic read on Lou Dobbs today, it was noted that while Americans represent 4% of the world's population, we are 66% of the world's illegal drug users. This could possibly be bad news for this society (maybe or maybe they are blowing things out of proportion).

How do we deal with illegal/harmful substances in a way that will be most beneficial to society while also discouraging its use?

2. Why waste our resources on such nonsense??? Shouldn't we be ...
focusing on the real issues???

The use and abuse of alcohol and tobacco - drugs far more harmful than marijuana - is not illegal, so why should these other drugs?

And remember, the alcoholism rate went down when prohibition was lifted!

3. My friend is sitting on grand jury duty
This is a three month commitment, one day a week. Her report is that if it weren't for illegal drugs you wouldn't need the jury. Killing, stealing and drug busts keep them occupied 95% of the time. I have no idea what the answer is.
