Congress wants to pass a nonbinding resolution recognizing the mass murder of Armenians as "genocide" by means of the Turks nearly 100 years ago.
Turkey does not want the resolution to pass.

But it appears it may pass notwithstanding.
And if it did pass, what could be the unintended consequences?
Turkey could be less receptive to any requests by the U.S Government.
And if Turkey is less receptive, what kind of passive-aggressive behavior might ensue?
It could decide not to lend its military to an attack on Iran.
It could deny American military its airspace and/or airbases to refuel for such an attack.
It could ignore Washington's pleas not to cross the border to "defend itself" against Kurdish "rebels" (their version of "terrorists").
And Iraq, already a clusterfuck, will have a new problem as a new country is now embroiled in its internal and military affairs while simultaneously being occupied by this country.
