Kucinich to Move Impeachment to House Floor?
Submitted by davidswanson on Thu, 2007-09-27 17:54. Impeachment

By Diane Lawrence

Dennis Kuicnich just said that he is considering introducing a "privileged resolution" for impeachment on the floor of the House. He was on the Ed Schultz Show.

- - that is all, so far - -

1. At least there is a candidate brave enough to speak for the people!
That is what makes someone presidential to me. Do they speak for the people or the corporations?

12. When I hear that as a reason not to vote for him, it makes me sick.
Almost everyone on this board at some point has said I like this candidate but I would vote for any of our candidates because they would be so much better than any of the republicans. Or I hear that its almost a lock that a democrat will be president because of the republicans stand on war and the shape of the country. Can we not make up our mind or is it that Dennis Kucinich IS the better candidate, hes just not everyones FAVORITE. Hey if a democrat is definitely going to win, I want my candidate even if their not the best for the country, they are better than a republican? No wonder our country is in a downward spiral with this type of thinking. I hope more people wake up to what he could offer this country or at least wake up to what some others will do to this country.

40. Secret war funding for Bush passed House/Senate. Kucinich only vote against.
Check this out from the nation magazine's John Nichols:

"...That means that, of the 2008 presidential candidates, only Republican Paul and Democrat Kucinich voted against giving the Bush administration a dramatic -- if not particularly well publicized -- infusion of new money for the war.

"Each year this war is getting more and more costly --- both in the amount of money spent and in the number of lives lost. Now this Congress is providing more funds so the administration can continue down a path of destruction and chaos," said Kucinich, who noted the essential role of House and Senate Democratic leaders, such as House Speaker Nancy Pelosi and Senate Majority Leader Harry Reid, in passing the continuing resolution. "The Democratic leadership in Congress needs to take a stand against this President and say they will not give him any more money. That is the only way to end this war and bring our troops home."

Approved $9billion and permission to tap into $90bil. bridge fund till budget approved. Kucinich and 13 dems in house voted against. Senate was 94-1 with Feingold being the one against. All presidential candidates did not vote except Kucinich. How much more convincing does it take to realize that Kucinich is the only candidate who will end the occupation. The others will keep it going for 10yrs or longer. Especially Clinton.
If Kucinich wins the primary he will be the next president. Make it happen for the only 'real' change.

46. I seriously seriously believe that if Kucinich brings up the impeachment
and others follow Pelosi will be relieved to not have to be the one to start it. I think she is too afraid and too entrenched but if enough members start to follow she will have no other choice but to join them. What would be her excuse then?

And besides we don't need her stinkin one vote anyway.

We should all call or e-mail Kucinich and urge him to do this now, as for Pelosi she is afraid she might actually have to occupy the whithouse and deal with the mess if they are impeached.

79. Candidate? Heck, representative! He is actually doing his job
while he runs for office. His record is clear. He will end this war. Think of the lives saved, the torture ended, the nations that can rebuild after we've flattened them, the money staying in the US to rebuild our flattened nation.

Vote for him in the primary. He will win against any of these horrible Repukes. We don't have to accept the "big 3" if we don't want them!

3. Here's what I could find on Privileged Resolution:
http://64.233.169.104/search?q=cache:KQ5Wjcu3FLEJ:www.inetresults.com/impeach/strategy.html+Privileged+Resolution&hl=en&ct=clnk&cd=4&gl=us&client=firefox-a

2. Rights of the House member Presenting a Privileged Impeachment Resolution.

A member submitting a privileged resolution, memorial or motion proposing impeachment is entitled to recognition for one hour in which to debate it. A member recognized to present a privileged resolution may not be taken from the floor by a motion to refer. IMPEACHMENT: Selected Materials p. 769 (Section 468). In order to secure this privilege of debate, however, the proposal must be put in writing and submitted to the Clerk of the House. Id. at pp. 770-71 (Section 470).

Once having submitted an impeachment resolution against a civil officer, then that member's high privilege has expired. Id. at pp. 769-70 (Section 469). This rule apparently does not apply if the member files an amended impeachment resolution containing new charges or other new matters. Id. at 767-69 (Section 468).
3. Disposition of a Privileged Impeachment Resolution.

Even when an impeachment resolution does not contain within it a referral to a committee for inquiry or investigation, it appears to be the normal procedure for such a resolution to be referred to an appropriate committee -- even when the resolution clearly has absolutely no support in the full House. IMPEACHMENT: Selected Materials pp. 769-70 (Section 469).

According to Jerome Zeifman, however, it is possible that such a resolution could be called up for an immediate vote; but that option appears to be within the control of the Speaker of the House and the Majority Leader. See Zeifman, Without Honor: The Impeachment of Richard Nixon and the Crimes of Camelot pp. 46-47 (1995). Hence, Congressman Robert Drinan's Resolution impeaching Richard Nixon -- filed on July 31, 1973 when there was absolutely no sentiment for impeachment was referred to the House Judiciary Committee. Later, on October 23 and 24, 1973, when 84 such resolutions were introduced, all were referred to the Judiciary Committee.

If the leadership blocks you, use the rules to go around them. Sure, it'll be buried, but perhaps some people will pay attention and work toward getting the impeachment resolution before the judiciary committee.

56. Because it's a very extreme step
As I understand it, it would be like invoking the Parliament Acts here (which allow legislation to bypass the Lords). It's an extreme step not to be taken lightly and mant to be used only for dire emergencies.

15. Dare I Say This Is Pandering...
(flame suit adjusted for high)

I've been to a debate and no one plays the crowd better than Dennis. He knows the right words to say and buttons to push to get a response from his base, but beyond the words, one has to look at the actions and/or consequences.

This isn't a question about impeachment being warranted...or if he should or shouldn't introduce this resolution. I say go for it...why not? But I also see it as throwing some red meat to his supporters just like the other candidates are doing for their bases.

Here's a blurb you might want to consider:

9/25/07: Student Scholars caught up with Elizabeth Kucinich and asked about the hearings that Dennis has promised to hold...

Dennis has to do it since Conyers seems to be hiding under the nearest rock. Conyers is ruining his previously stellar legacy and will be,at least in part, held responsible for starting WWIII for not starting the impeachment because that is the one way to stop a war with Iran.

and he has the best chance of getting impeached. Starting impeachment proceedings against him will bring much to light, then more people, and hopefully Congress, will slowly turn against the entire Administration.

I think we should bombard MoveOn with e-mails to put their money where their mouth is this time!

They have the members and the movement (me! ;)) to get the ball rolling!

Cripes! We, MoveOn, raised $500k in a week!! That would boost his candidacy!!

I'm a small donor to them but I think they have the machine already in place!

Maybe we need to urge the other members of MoveOn to rethink their position on this one!?!

Kucinich has a plan to exit Iraq and a health care plan!!

donate to his campaign directly (I think it's not allowed, but maybe somebody that does know can help) but an advertising campaign of support would go a long way to helping break through the corporate/political stonewall that has been built around him.

Do you suppose Phil Knight will donate to his campaign if Dennis will "Just Do It"?

53. He is absolute scum, it was just a (bad) joke on Nike's "Just Do It" campaign.
Dennis has this problem with continually trying to work with the party, no matter how badly they treat him. OTOH, he has been re-elected five times more than I have, so I think he may have reasons to do as he has done.

I'd love to get he and Elizabeth alone over dinner or something and pick his brain for those reasons.

and I think you can answer your own question. Yes, I do believe there was election fraud, but it still had to be somewhere in the neighborhood to push it over the edge. Many of our representatives on the democratic side seem just as stupid as they bought into this bush/cheney bullshit and gave them votes on their halfassed agendas. Are the public any better in judgement? I think not by the results. If you can't quite discern my answer to your question then I'll simplify it. Yes.
On your first question, I promise I will donate if he makes it through to be nominated as then he will need it to combat the evil axis from that other party. I also promise to never donate to Hilary Republicon Clinton. I believe in God and I say to all of you that those 2 promises I will keep, I swear to God.

58. Dennis Kucinich is the only person I could vote for. The rest of the
field are pussies that are in waiting and hope to be blessed by the big corporations.

Of course the people never get their wishes but they can't take away our dreams.

72. The people DO support Kucinich
Kucinich is aware of the political realities of his proposal. He does not have the support of our representatives.

This may be because our representatives do not know we support them.

73. Dennis Kucinich is Electable
I don't understand why people keep saying Mr. Kucinich is not electable. Can't you vote? is someone holding your vote hostage? Its very easy, YOU the person who it will affect, takes a stand and votes for the person who will do the job. We can call the democrats all the names we want but lets face it Obama, Clinton, Edwards are not going into the white house thinking about us. They've gotta pay those disgusting lobbyist first. WE, the people, are not their bosses. The Million dollar corporations are their bosses. I'm voting for Dennis Kucinich because we need change in our country. He is the only one willing to do it. Why are we letting the lobbyist have our votes. I don't understand. People don't be afraid anymore, this country was founded by revolutionaries not by people who were too weak to take a stand. Take your country back, vote for the person that is speaking for you. Donate and help Dennis Kucinich make it there. Don't just complain, come and join us at his website.
