WASHINGTON, Sept. 23 — Dozens of world leaders are to gather at the United Nations on Monday for a full agenda of talks on how to fight global warming, and President Bush is skipping all the day’s events but the dinner.

Ban Ki-moon, the United Nations secretary general, is hoping to jump-start negotiations on replacing the Kyoto Protocol.
His focus instead is on his own gathering of leaders in Washington later this week, a meeting with the same stated goal, a reduction in the emissions blamed for climate change, but a fundamentally different idea of how to achieve it.

Mr. Bush’s aides say that the parallel meeting does not compete against the United Nations’ process — hijacking it, as his critics charge. They say that Mr. Bush hopes to persuade the nations that produce 90 percent of the world’s emissions to come to a consensus that would allow each, including the United States, to set its own policies rather than having limits imposed by binding international treaty.

“It’s our philosophy that each nation has the sovereign capacity to decide for itself what its own portfolio of policies should be,” said James L. Connaughton, the president’s chief environmental adviser.

It's not like it effects anybody else. Assuming this Global Warming stuff is a bunch of hoo haw, which I'm sure it is cause it was cool all last week.

The camera is focused elsewhere and it is not clear whom Bush is talking to, but possibly Chinese President Hu Jintao, a guest at the summit.

Bush: "Gotta go home. Got something to do tonight. Go to the airport, get on the airplane and go home. How about you? Where are you going? Home?

Bush: "This is your neighborhood. It doesn't take you long to get home. How long does it take you to get home?"

Reply is inaudible.

Bush: "Eight hours? Me too. Russia's a big country and you're a big country."

At this point, the president seems to bring someone else into the conversation.

Bush: "It takes him eight hours to fly home."

He turns his attention to a server.

Bush: "No, Diet Coke, Diet Coke."

He turns back to whomever he was talking with.

Bush: "It takes him eight hours to fly home. Eight hours. Russia's big and so is China."

Leader of the free world.

The most powerful man in the world.

And everyone else at the dinner is thinking, "There's that arrogant idiot asshole. He's done the absolute worst job representing the United States during his tenure, and he's too stupid to realize it."

The rest of the guests are no doubt checking the seating assignments, hoping they aren't anywhere close to him.
