Here are a few links to give you an overview of what the combination of TopOFF (a simulation of a dirty nuke terrorist attack) and Vigilant Shield 08 (a simulation of imposing martial law in response to the nuke) could produce.
Here are a couple of articles, with comment, from Portland Indymedia:

http://tinyurl.com/25lak4Links to some articles by a former Army Capt. named Eric May, who's been on this issue for months:
http://www.thepriceofliberty.org/07/08/27/may.htmhttp://www.thepriceofliberty.org/07/08/20/may.htmhttp://www.thepriceofliberty.org/07/08/13/may.htmhttp://www.thepriceofliberty.org/07/08/06/may.htmhttp://www.thepriceofliberty.org/07/07/30/may.htmThe biggest concern: There's a history of military simulation exercises going "live," the most recent on 7/7/05, the London train bombings, in which that exact scenario was being "gamed" -- three tube stations blown up, a bus going off course and being blown up -- and damned if the same three stations weren't blown up and damned if the bus didn't go off-route and also get blown up. The patsies were a few swarthy guys who allegedly brought the explosives onto the trains in backpacks.
However, analysis of the results of the blasts showed that metal from the floors of the cars around the blast holes was curved upward, toward the inside of the car, rather than outward, which would have been the result if the explosions had, as claimed by authorities, emanated from inside the cars. Same with the bus.
This uncontested physical evidence means the official story is pure bullshit. The bombs were placed under the cars, not brought onto the cars by the patsies. The fact that the identical scenario was being gamed simultaneously only adds credibility to the hypothesis that this was a classic false flag operation, carried out by MI-5 (and some say assisted by the CIA), designed to rally public support for Blair's Iraq policies at a time when he was tanking in the polls.
The other famous false flag op was, of course, 9/11, for which the official conspiracy theory is so ridiculously transparent that only by the usual propagandists' strategies of repeating the big lie endlessly, using corporate media to legitimize the lie, scaring the hell out of the citizenry, and whipping the super-patriots into a nationalistic frenzy did the administration succeed (so far) in passing this fairy tale off as fact. As always, the main question is who benefits. In the case of 9/11, there were so many beneficiaries, both in and out of the BushCo government, that the question should actually be "who didn't benefit."
I've also heard there was a war game scenario going on at the exact time that Desert Shield became Desert Storm back in 1991, but I have no idea if that's verifiable. Either way, that wasn't exactly a false flag op, since everybody knew what the US and its allies were going to do and who they were going to do it to.
Anyway, that's the speculation here in Portland among the cautiously paranoid, one of which I've reluctantly become after putting together things like the martial law blueprints contained in those recent presidential directives and executive orders. The notion that Cheney's squirming in his chair like a kindergartner who has to pee over the prospect of bombing -- maybe nuking -- Iran. The fact that this administration is capable of absolutely anything to increase its power and profits. The recently completed Operation Noble Resolve, which many see as kind of a recon exercise to scope out Portland's vulnerabilities. The fact that, of all the deep blue cities on the west coast, Portland is probably the least strategic and therefore the most expendable. The implications of the stolen nuclear warheads, one of which could easily be configured for minimal property damage and maximum terror, and set off as the excuse for implementation of martial law -- and remember with the ongoing exercises, everything's in place to both deal with the disaster and administer martial law.
These kinds of things worry me, particularly living in Portland as I do. I think if you're not concerned, even a little paranoid, you're probably not as convinced as I am of BushCo's willingness to do whatever it takes -- no matter how vile, obscene, evil, demented and murderous -- to advance its objectives.
After all, they've killed at least a million Iraqi civilians and turned another four million into refugees. They've obliterated the US middle class and destroyed the economy so that the top two or three percent can get property at fire sale prices once all the foreclosures come on the market. The dollar is becoming a third-world currency. Why stop now when the game's just getting good?
