My guess is that a mug shot isn't taken unless you're actually taken into custody (e.g. had to spend a night in jail). For a misdemeanor arrest, Sen. Craig probably just got a paper citation telling him when his arraignment was scheduled.

I think that for misdemeanor citations, it's going to be within officers' discretion, but I can't speak for all police departments across the country. The MSP airport is a little weird because it is its own governmental entity with its own ordinances and police department.
