Question about Desert Storm

Back in 1991, during the first Iraq war, after Bush (the father) urged the Iraqi civilians to rebel against Saddam, and an uprising occured, why did the Iraqis, mainly the Kurds and Shiites, who revolted against Hussein receive no outside support from the U.S.?
It is believed that if they had our support, Saddam would have been removed from power back then.
