On the children's health care bill submitted to Bush by the Senate, if he decides to add one of his signing statements to remove the amendments he doesn't want, can his signing statement be over ruled by congress?

1. He can't remove amendments he doesn't like

that would be a line item veto.. The signing statements he puts on bills basically say that the law he passes doesn't apply to him if he doesn't want it to.
