Can Bush ever tell the truth?
Sadly, I don't think so. The man is certifiable. In his state of the union, he was promoting reducing gas consumption and focusing on renewable energy. The budget he submitted still promotes his cronies and cuts renewable energy.

SNIP

A centerpiece of Bush's State of the Union speech this year was a 20 percent cut in gasoline use by 2017 made possible in part by increasing the use of renewable fuels.

Colorado's Democratic lawmakers criticized Bush's proposed budget, delivered to Congress on Monday, for increasing spending on fossil fuel and nuclear development while cutting the Energy Department's renewable research lab by 3 percent.

3. He's the most incredibly insular man
ever to hold the office.

To answer the question asked, no. That's because he doesn't see any conflict in the positions, and he just doesn't "get" climate change.

10. Oh he gets climate change.
He just doesn't give a shit. Keeping Exxon profits at an all time high, opening up and raping more pristine land and oceans for more and more oil drilling are all top priorities. He cares for climate change just about as much as he cared about Katrina victims.

5. If he did, it would be newsworthy.
Everything he says in public is either a lie, is insincere, or is meant to deceive (and in many cases all three).

6. That 20% cut is supposed to inconvenience US, not
industry, and certainly not because alternative fuels are being explored.

You see, we're supposed to be less selfish and walk that 3 miles to get groceries. We're supposed to cut out those frivolous camping trip vacations in the closest national park, and we certainly don't need to drive to the next state to let Grandma see the kids. We have telephones for that sort of silly sentimentality.

That's where this administration is at. Don't ever forget it.

8. If it were to his (perceived) advantage, unfortunately
it is nearly always disavantageous for him to tell the truth about what he wants. I guess this is a long way to say "No."
