1. no....
the only draft legislation is that establishing the selective service system. The bill states that Congress must pass a bill to enable a draft. The President doesn't have much authority in regards to a draft except to ask for one and sign the bill activating the lottery.

2. That wouldn't leave much of a government left
if Bush is able to run it all by himself, and others might feel slighted this time around. I would like to see Oval Office Occupant try it, just for shiggles and gits, Leahy would go ballistic, among others. I am already on strike until he leaves the WH, but that is just me.

3. I recall Roosevelt had a "peace time" draft. It was put through w/legislation
but I wondered if there is a way for * to circumvent congress.

4. THIS executive branch can and will
continue to do whatever they want. They've ignored, manipulated, lied to and sneered at Congress on everything else. The "Decider" will do what he wants, write a few more "signing statements", and Congress will dutifully heave a few more tsk-tsk-tsks and hold some more investigations but do nothing to stop Bush.
