Boston has officially banned death.
When asked, Mayor Menino had the following comments:
(In very mumbled speech)
"Well, the city of Boston has decided to outlaw death after great deliberations. It appears that all of these terrorist attacks are just the symptom of a greater problem, death. We figure the best way to stop death is simply to make it illegal. From now on, anyone who dies in the city limits will be charged a heavy fine to discourage them from dying again."

"Mayor Menino, this is absurd, what about police? What happens if they kill someone?"

"Oh they aren't covered under the law."

"Mayor Menino, what happens if an officer catches someone in the process of dying, and they absolutely refuse to stop?"

"Officers have been instructed to use deadly force in those situations."

"Does the law only pertain to humans, or does it also protect animals from death?"

"Yes, the law will cover animals."

"Will murderers be fined under the law?"

"No, again as I said before murder is only a small fraction of the problem, the number of people murdered is far lower than the number of people who die every year from many other causes, so the city has decided to address the root problem in this case.

I think that's enough questions for now, have a good afternoon everyone."
