Certainly, the President holds the position of Commander in Chief, and the capacity of the Congress to directly influence the war at a strategic or tactical level is, if not severely limited, at
least in a legal gray area.
Yes, Congress has the "power of the purse." However, few congressmen are willing to be seen as failing to support the troops by cutting funds for the war -- even if the actual result of spending those funds is more American lives lost. So we're faced with the utterly bizarre situation of watching a Congress that knows Bush's policies are both foolish and unpopular, but which refuses to take effective action to stop him. They won't use the one clear power they have, and fret that they have no other options.
But Congress is far from powerless. There are literally dozens of moves that might be made. To see just one way Bush's escalator could be turned off, peek inside the Constitution.
The doors are now open to offer all sorts of resolutions and force people to go on record about their support. The olive branch was offered...McConnell trounced all over it. From here on out, it's up or down...put up or shut up.
