1. Why did Reid vote Nay? It seems like there was some procedural reason
for this during a filibuster, but I can't remember the rule.

Damn, we need Johnson to get well. I hope he is doing better.

3. I think so that they can bring it up again or something to that effect...
I remember Frist doing it when his side was losing something important that, right after the vote, he stood up and said "Move to reconsider" or some such thing.
