There'll be a "terra" attack and elections will be postponed indefinitely for reasons of national security.

Or, there will be a "terra" attack after the elections and, for reasons of national security, it won't be safe to the next President to assume his or her office.

Longshot possibility is that Cheney will get tired of being the man behind the curtains, he'll make * disappear or retire or resign thus succeeding to the Office of President. Once President, he'll invoke that executive order that * signed a couple of months ago and that will be all she wrote!
