Did Andy Card REALLY say to Bush, "America is under attack?"

If you were in Card's place, how would you have informed Bush that a second plane had hit the Towers?

...it appears to me that he had about enough time to say "second plane hit the second tower" and nothing more. He says something, you see Bush react - I believe the "America is under attack" part is just hyped up BS.
