But SECTION 1 of Article 2 mentions the VP while outlining the powers of the executive. It also says the VP takes over if P becomes incapacitiated.

The only other place that the VP is mentioned is in the last section of Art. 2 talking about impeachment.

VP also mentioned in Art 1 to break ties. NOWHERE in the constitution does it say the VP is in office to break laws, though.

and be part of the executive branch, but when it comes to obeying laws that apply to the executive branch, he's not part of the executive branch. Would anyone be surprised if that's what he eventually claims? At least, I'm sure his lawyers are capable of talking out of two sides of their mouths at the same time, don't you think? Actually, Cheney is claiming that whatever HE says the law is, that's what the law is. He's above all branches of government and is whatever he defines himself to be. Maybe he should be proclaimed a god?
