Louis Freeh, the director of the Federal Bureau of Investigation under President Bill Clinton, plans to endorse Republican presidential candidate Rudolph W. Giuliani this afternoon, according to officials close to the campaign. The two have been longtime colleagues; both were federal prosecutors in the Southern District, where Mr. Giuliani served as United States Attorney.

Mr. Freeh, whose appointment Mr. Clinton long boasted of, delivered a stinging rebuke of his former boss in his 2005 book, “My F.B.I.” Not only did he assail the former president’s lack of “political will” in doing what needed to be done to combat terrorism, but he also took President Clinton to task for the turmoil caused by the scandal involving Monica Lewinsky.

(Mr. Freeh, however, is not without his own battle scars. The F.B.I. under Mr. Freeh’s tenure came under heavy criticism by the 9/11 Commission and others for being dysfunctional and ill-prepared for terrorism before the attacks. Mr. Freeh served as director from 1993 until the summer of 2001.)
