Gov Richardson emphasizes his main points of his education plan.

He wants to repeal the No Child law, establish a minimum salary for teachers, enact universal pre-K and kindergarten, and setup Math and Science academies. He'll pay for it using 57 billion in cuts to to cold war military programs.
