I can't find it, but there was also a 'Conservative Budget' sketch - in which punitive taxes are put on wheelchairs, guide dogs, and so on. The chancellor says "you will notice I have targeted the members of society least able to fight back ... " - and the serious commentator voiceover says "so, no change there, then ...".
