1. Bear spray?

Someone posted this elsewhere:

When you look at the UC Davis videos the police are shaking big red cans and the spray is a bright yellow- That is Bear mace and is many times more powerful than needed to bring down a human. It is made to carry in wilderness areas to protect yourself from a Bear attack and it is quite efficient ! Beware of the big red cans !

2. The excuse is, spraying them is safer for them than being picked up

They could be hurt when picked up, because humans "don't have handles".
So said the police according to the news.

So they spray them and THEN pick them up. Brilliant....
