1. I remember the news said that Bush was for military tribunals.

If a President is for a method of 'how to prosecute someone' then why would it not happen. Isn't the entire topic on that issue inside of the executive branch. Unless if comes under question of Constitutionality, Or is Criminal and requires impeachment hearings, or if congress sets a law about such an issue.

How could a President be for an executive function and it not happen.

Was the President in charge or is someone else in charge of the executive branch?

Even though the President is "for" something, congress has to approve paying for that something. That's where they've got him, time and time again.

The point still stands, first the news was not accurate, second why would a Presidential position on torture be allowed, but not trials.

It does not make sense.

If it was true he wanted trials in US Courts, then that was not reported, and he was not in charge of the executive branch.

And it does not come down to funding, if the system is not bought and sold.
