We also need an I'm not smarter than a fifth grader test for bills. If a fifth grader can't understand it, you need to re-write it.

7. Rather than me wasting my time looking for a loophole, let's use a little logic here.

Now if I went into the tubes and found you an example of a loophole making a bill longer,
wouldn't reason tell you that excluding it would make the bill shorter? In other words,
the act of removing the loophole would shorten the bill. So inversely adding a loophole makes a bill longer.

The length of bills are logically a matter of inclusion, not exclusion.
