2. Perhaps the GOP and their Corporate Masters feel they have the elections so rigged

that it doesn't matter how many of us vote, the results are pre-determined and they don't give a shit what we think.

They are rubbing our noses in their filth, just to mock us. On the other hand, perhaps this is what they want us to think, and hope we stay home instead of going to the polls. a bit of Psychological Warfare, if you will.
