The high court ruled 5-4 Monday that the packed living conditions in California prisons violate the ban on cruel and unusual punishment. The National Law Journal's Marcia Coyle explains.

1. Here's a screencap of an included picture of cells that hold mentally ill prisoners. Must see!
Imagine. This is how they treat the mentally and criminally ill prisoners. There's no other context, like whether they are violent offenders; just that they are mentally ill. The photo occurs at 5:45.
