the infamy of american lying is getting out of hand ... when i introduce myself at seminars overseas they inspect my business card with suspicion ...

7. There is something wrong with the US system
if indeed the application for funding was 700 pages long, then the system is too bureaucratic. This means the department in charge of the system should have many bureaucrats dismissed. I also question the logic of a system which allocates funds to the top 10 states, and leaves others with nothing. This is a really inefficient system. I say the USA has a very complex, outdated, and poorly management government system, bureaucratic in a fashion which requires serious revision if not outright elimination. And I am surprised to see this Rachel so gibbly dismiss the most important story in this tale, which is that government bureaucracy is indeed crazy if this is the way funds are given for education.

9. It is a special program...
...not the whole of education funding. It's "Race To The Top" funds. And I agree, I don't like the states competing for funding either.

As to the length of the application, though: this was an application worth $400 million to the recipient. In that light, 700 pages, most of it appendixes (i.e. attachments referenced in the preceding text), does not seem out of line. Any organization that is disbursing that kind of money had better be dotting the i's and crossing the t's and collecting documentation for every relevant claim made in the application.

Those sight gags where they drag up a big heavy pile of paper is very effective, because people tend to look at it and think OMG! I couldn't even think about handling that! But it is not that unreasonable when you consider that this is an institutional exchange of information and several people will work on it methodically for a period of time to put it together. The largest part of that pile of paper is copies of documents that back up answers to the questionnaire.

Would you be okay with a 10-page application for $400 million? Do you even think it is possible to do that and meet any sensible requirements you might have for recipients?
