2. Most of the rain coming in from the Gulf is blown north and east.

Any hurricane or big storm which comes from the oil area, going west,

could pick up whatever is in the air and water from the oil spill, I guess.
The West Coast rain comes from the Pacific, mostly.

So, maybe not the WHOLE country, but an awful lot of it is affected by weather in the Gulf.
