Summary: Cenk interviews Asta and Dermot Philpot on Asta's experience with government vouchers for sex (they're from the UK, currently touring the US) which was discussed in documentaries on the BBC and NatGeo (aka, National Geographic). Asta (born with arthrogryposis which has impairs his movement severely) was told he'd only have one week to live and that was years ago, and now he's hoping to inspire and help people with disabilities improve their quality of life. They also discuss some of the negative reaction they've received. You can http://www.astaphilpotfoundation.org|learn more about his foundation here>.

PS---The Guardian wrote an article about TYT that includes which Senator refuses to be interviewed by Cenk again and more:

6. He wouldn't be "disabled" for SS disability
in America. I have severe cardiac and other disabilities. My "world renowned" cardiologist documented my permanent disabilities to the SS. They said I could be a "ticket taker."

7. K&R He is a very cool dad and Asta is really cool too.
The aim of the Asta Philpot Foundation is to promote the following:

To bring Asta Philpot’s message of positivity, happiness and empowerment to people with and without disabilities, everywhere.

It's well worth going to the website linked to in the OP and listen to him tell his story in the video there.
