1. A mile and a half deeper than they were supposed to be?
I'm getting whiplash from how much my head shakes to and fro these last few days, which I find preferable to the tears from a deep and hurtful place.

...the Earth's crust is about 90 to 110 miles thick to the molten mantle depending on ocean depths, land masses and mountain locations. The division between the mantle and the crust is called the Moho, short for Mohorovesic (sp) Discontinuity. As the continental plates move molten lava is allowed to move through fissures and cracks to the Earth's surface.

A geologist could probably tell you the ins and outs of why the permit is only allowed at 15,000 linear feet? I'm thinking that you don't want to cause a fracture in the crust area above the oil reservoir. That may be part of that problem?
