Most importantly, cap and trade cannot be framed like healthcare. Cap and trade is a free market Republican idea - and a good one at that to spur innovation at the least cost as experienced during the first experiment with it in the Clean Air Act under President H.W. Bush in which it was piloted with utilitities and SO2, and was a huge success.
