South Carolina has consistently ranked in the top 10 for HIV/AIDS case rates and other STD rates. The US South bears the brunt of the HIV/AIDS epidemic in the US. HIV/AIDS caseworkers in South Carolina are overworked and stigma and discrimination are still prevelent. On Monday, October 26th representatives from the White House Office of National AIDS Policy (ONAP) will be in Charleston for a town hall meeting to address the issue.

This is somehow connected to religious opposition of Condoms, which help prevent the spread of aids.

Edit: Huh, didn't quite play out like I expected.
