It sounds like he is actually saying something, something that he feels strongly about, but the words he strings together make almost perfect nonsense. (Didn't Monty Python do a television announcer skit on that theme?)

I think he has figured out that he doesn't actually have to say anything at all that makes any sense, he just has to make sounds that give that general impression. It's kind of like having limpballs radio noises on but totally distorted so that you cannot make anything out. Only occasionally does he have to throw in something that sounds like "Obama = evil", and the rest can be utterly meaningless. The morans that follow him just fill in the gaps with their own blanket hate thoughts.
