Former Federal Reserve Chairman Alan Greenspan suggests to George Stephanopoulos that "there's been a very significant improvement in the financial system... where the problems have been," and that as far as the retracting economy: "I'm pretty sure we've already seen the bottom... Collapse is now off the table."

"The state of confidence in the economy is beginning to pick up," he suggests.

regard to the economy, and even when the evidence shows that government intervention such as in the cars for clunkers works to help get all that wonderful capital at the top of the economy down to consumers, he just can't admit it.

Greenspan is an uber class warrior. People below the top income percentile are the enemy on his financial battlefield. So, when he says "WE'VE already hit the bottom..." he means that things are looking up for his side.
