The Bush legacy continues. And this time the spotlight is on Dick Cheney, the former US vice president.

It is claimed that he ordered the Central Intelligence Agency (CIA) to withhold information about a top-secret counter-terrorism programme from Congress for eight years.

It is suggestested that the programme involved the creation of elite hit squads who could take out senior al-Qaeda leaders overseas.

The programme was terminated last month when Leon Panetta, the new director of the CIA, learned about it. He told two congressional intelligence committes that the plan had been hidden from lawmakers initially at the instruction of Cheney.

Looking at the reports and allegations we ask: what did the plan entail? What secrets is Cheney hiding, and has he broken the law?

Inside Story discusses with guests Richard Falk, a professor of International Law at Princeton University and Marcy Wheeler, a political blogger and commentator.

Cheney violated the charter of the CIA when he ordered the program withheld from Congress.

Cheney violated our Federal Anti-Torture Laws when he conspired to get around the laws, let alone actually ordering torture, which he admitted to doing.

Torture, Deceiving Congress, WMD Lies... what more does Holder need? Insist On Enforcement of Our Federal Laws.
