That was a gift from Bush and Cheney that, as Mr. Scheer correctly points out, had nothing to do with the real thing.
The US Junta continually derided those who thought the war on terror should have been a police action, not a literal war. Those people were right, and this is the reason the Junta derided them: in order to "rip off the taxpayers." It is also the reason Iraq was invaded after the "threat" from Iraq was greatly exaggerated, to put it charitably. It is the reason statements were obtained from "high valued detainees" using methods that were once used to extract confessions from suspected witches and more recently to get false confessions from Soviet dissidents and propaganda statements from American servicemen. Now it will be said that they were used to "document" the pack of lies used to justify the imperialist war of the Bush-Cheney Junta against the Iraqi people.
That's Dick Cheney's legacy.
